Question:

Does indifference to unpleasant .surroundings change them for the better?

Answer:

This would be saying peace when there is no peace. And this is what we must be careful to avoid. While indifference to unpleasant surroundings might make them more bearable the mind should exercise an active and a progressive campaign to neutralize them and to create pleasant ones.
